Adding a motor to a wheelchair doesn't ban it from walkways, but not all wheelchairs look like wheelchairs.   There ought to be a sign at each entrance to the Greenway saying that golf carts, e-bikes, and other small, quiet motor vehicles are allowed to use the trail if they display a handicap-parking card issued to the operator or one of the passengers.
